16. His government recorded landmark in March 1991 when the Council of Common Interest (CCI) held a meeting at Islamabad. In this meeting the Chief Ministers of all provinces signed an agreement on water apportionment between provinces. According to this accord, the distribution of water for Kharif & Rabi crops was as under:

Sindh = 42.42%
KPK = 6.67%
Balochistan = 3.38%
17. He took many steps to raise Kashmir issue at international forum, to transfer the power peacefully in Afghanistan, to undertake operation against drug smugglers in the country, to eliminate dacoits & looters in Sindh with the help of army & to continue the peaceful nuclear atomic programme. He also continued the policies of privatization, industrialization, transfer of foreign exchange to Pakistan, construction of Motor Way, provision of capital for small industries, loaning for unemployed, providing telephone facilities for each house, promulgation of Shariat Ordinance & establishment of Bait-ul-Maal.
18. His first administration came to an end when then President Ghulam Ishaq Khan attempted to dismiss him on corruption charges. He successfully challenged the dismissal in the Supreme Court, but both men were ultimately persuaded to step down in 1993 by army chief Abdul Waheed Kakar.
